- A Selectmen-appointed committee of citizens review and recommend to Town Meeting priorities each year to be voted on - plenty of local control
- CPA gives Marblehead an edge for grants – the local funding source required for grant programs
- CPA can provide some relief to the town budget by supporting projects most vulnerable to cuts: parks, playgrounds and libraries
